How 15 drags per minute hits the 2,000-request ceiling
FTMO and FundedNext cap Expert Advisor hyperactivity around 2,000 server requests per day. Tick-by-tick trailing EAs die on that rule. Manual dragging dies on it too. Fifteen SL/TP edits per minute on 4 tickets is 60 messages per minute, or 3,600 per hour. You can burn the daily cap before New York even opens, then get a risk review on a funded book for a habit that never produced a net pip.

A 60-second rule you can keep
If overtrading is also live (more than 10 trades in a day), the modify burst is usually the middle of a tilt stack. Pair the 60-second detector with a 10-trade daily hard cap and a 3-second equity flatten. The goal is not fewer opinions. It is fewer broker messages per opinion.
